build: Add Clang/LLVM toolchain support
Added support for building with Clang/LLVM and made it the default since
building a cross-compiling toolchain with GCC is generally less
efficient.
In `configure.ac`, `TOOLCHAIN` must be set to `clang` or `gcc`.
