usr: libc: Improve stddef.h
* Used __need_* to improve compatibility with some programs/libraries.
* Used compiler built-in types (with fallbacks) to define size_t,
ptrdiff_t, wchar_t, and wint_t.
* Added other definitions as specified in C23.
